ITB Studium Generale: Important Roles of Reserve Force in the National Defense Efforts

BANDUNG, itb.ac.id – Institut Teknologi Bandung (ITB) held another general lecture Studium Generale KU-4078 on Wednesday (27/4/2022). On this occasion, ITB invited the Director of Defense Resources, Directorate General of Defense Potential, Brigadier General TNI Farid Amran, S.H.
This important figure in Indonesia's national defense discussed the Government Regulations No. 23 Year 2019 on the Management of National Resources for National Defense which focuses on the creation of Reserve Components (KOMCAD). Brigadier General Farid also invited ITB students to enlist as a Komcad.
Komcad is a military reserve force or a military organization that is prepared to be deployed to help enforcing the strength and capabilities of the Main Components in defending the unity and integrity of NKRI, which includes all Human Resources (HR), Artificial Resources (AR), Artificial Natural Resources (ANR), as well as national facilities and infrastructures.
The laws which regulate the creation of Komcad by the Ministry of Defense of the Republic of Indonesia are the 1945 Constitution of the Republic of Indonesia article 27 paragraph 3 and article 30 paragraph 1, Government Regulations of the Republic of Indonesia year 1999 No. 56 on Trained Civilians, and Government Regulations No. 3 Year 2002 article 7 paragraph 2 on National Defense.
Komcad can be divided into three main parts, Army Reserve Components, Navy Reserve Components, and Air Force Reserve Components. Not everybody is qualified to enlist as a Komcad. The four stages that need to be completed before being admitted into the Komcad are enlistment, selection, basic military training, and establishment. Strict selections from the administration selection to competency selection are implemented to produce competent graduates.
"Materials for competency selection include health, ability, attitude, and knowledge tests. The one who passed the test will have to go through basic military training", he explained. The age limit for Komcad entrance is 18-35 years provided that they have no criminal record and with the service period limited to the age of 48 years.
Komcad candidates who have passed the selection will be provided with training incentives, operational incentives when in a mobilization, healthcare, work accident insurance coverage, and death insurance, as well as awards. Not only that, according to the letter from the Ministry of Research, Technology and Higher Education Number 6246/DM.00.01/2021, Komcad is included in the Independent Campus – Freedom to Learn program thus making this 12 weeks or 600 hours activity eligible to be converted to 13-20 credits.
