In Response of Technology Disruption on Indonesia Defense Industry and Cyber Security

BANDUNG, itb.ac.id – Disruption happens in various sectors, including national defense and security. In response to that, on Wednesday (18/2/2021), Institut Teknologi Bandung (ITB) through the School of Electrical Engineering and Informatics (STEI) held a convention titled “Technology Disruption in Defense Industry and The Development of Indonesian Cyber Security”.
The convention was divided into two sessions. The first section had a theme of “Smart Defense Industry for National Defense and Security”.
The session opens with the explanation of technology disruption on a wide-ranging subject, such as agriculture, industry, food, and warfare.
The new technology disruption adds cyber and space warfare to the list of the realms that the Indonesia National Army (TNI) needs to safeguard, which previously only consisted of air, land, and sea. Dean of STEI ITB Dr. Tuntun Juhana, S. T., M. T. state that one of the ways to deal with disruption by big data, artificial intelligence, and augmented reality, is to modernize the current conventional system into a smart system model.
The first keynote speaker is Vice Minister of Defense Lieutenant General TNI M. Herindra. He discusses two major topics. The first topic is the potential military threat by the current industry 4.0 technology on national stability and sovereignty. The second topic is the importance of the domestic defense industry as an effort to bolster national defense capability.
The second keynote speaker is Rector of Universitas Pertahanan Republik Indonesia, Vice Admiral TNI Dr. Amarulla Octavian, S. T., M. Sc., DESD., CIQnR., CIQaR., IPU. He discusses the transformation of the higher education system in a form of a smart university, including its Tri Dharma culture, and its academician way of life to better adapt at the time of disruption.
The third keynote speaker is the Vice Deputy of Badan Intelijen Strategis TNI Major General TNI Gina Yoginda, M. Si. (Han). She discusses the challenge in the current fast-paced global digital technology development for TNI. She said that the TNI recently is forced to take some important decisions regarding Indonesia’s cyber security policy. TNI also had the role of advising high-ranking officials on imposing solid punishment to ITE law offenders. She claims that there have been 495 million cyber-attack that occurred in 2020 alone. The attack was conducted in the form of hacking and planting malware into device software to collect sensitive information that may also result in damaging its hardware and psychological attack such as hate speech.
The last keynote speaker is the head of Direktorat Tindak Pidana Siber Bareskrim Polri (Dittipidsiber) BJP. Slamet Uliandi, S.I.K. He discusses the strategy of Polri, Indonesia’s national police, to combat new cyber threats by creating three new specialized programs. The newly formed programs are virtual police alert, Siber TV, and patrolisiber.id. The Polri also said that they are increasing public education and socialization on social media.
The convention was continued with three other speakers. The first speaker is the director of Smart City and Community Innovation Center ITB, he discusses a presidential decree which contains new policy concerning the added realms of warfare and the advancement of military technology. The second speaker is the director of Teknologi dan Perkembangan PT Pindad, Indonesia state-owned arms manufacturer, Ade Bagdja. He explains the role of PT Pindad in digital transformation, the synergy of national defense effort, and the country’s cyber security. The last speaker is the head director of PT Len Industri, state-owned electronic manufacturer, Bobby Rasyidin. He explains PT Len's role in strong and competitive Indonesia’s defense industry.
To sum up, the first session of the webinar consists of three major subjects. The first subject is the explanation of technology disruption in the national defense and security sector. The second subject is the government’s effort in catching up with the advancement of technology, especially in the cyber sector. The last subject is how Indonesia prepares its defense industry to suit asymmetrical threat with the addition of new realms of warfare.
